- Billy Applebee: A character who was brought out of the screen to help Phoebe fall in love with men again. They flirted and had one single kiss. However, he was returned to the big screen because she had learned to love again. Cole used a quote from Billy's movie to seduce her.
- Miles: An innocent who had to die. Phoebe and Miles gained a very intimate relationship until she had visions of his death every time they touched. She died trying to save him and Cole trying to save her caused the death of Paige as well. Piper went back in time and told Phoebe to let him die, it is his time.
- Jason Dean: A very rich and attractive guy who fell for Phoebe as well as being her boss. Finally Jason gathered the courage to ask her out and she accepted, they dated a month or so and he had to move to Hong Kong. She later found that through her empathy power he had strong lust feelings that were love. She was about to move to Hong Kong when Jason found out she is a witch and they parted ways.
- Leslie St. Clair: As Phoebe was on sabbatical he took over her column, writing as her. She didn't like a guy writing her column and when she confronted him they fell in love. He later broke up with her because she had to much to hide. She could never explain her witch related tasks.
- Drake de Mon: An ex- demon who worked in the literature department of magic school. He made a deal so that he would only have two weeks to live once he met Phoebe. They dated and fell in love during those two weeks. Drake then confessed that Cole sent him to help her believe in love again.
- Dex Lawson: while Phoebe was her alter ego Julie Bennett she met Dex. Billie cast a love spell and that caused Julie and Dex to get married. After the spell wore off they decided to stay married and Julie couldn't help it anymore and told him who she really is, Phoebe Halliwell. He later had the marriage annulled. [second husband]
- Cole Turner:
- Demon, tried to kill the Charmed Ones and failed. Faked his death so that Phoebe would be safe from the demons and Cole would be safe from her sisters. They were an on and off couple and Cole helped with many of the investigations the Charmed Ones needed in the Underworld. They married once or twice. She was pregnant with his son until the baby was stolen by the Seer while still in the womb. The baby killed itself. Cole was vanquished later. [first husband]
- Coop:
- A Cupid who was sent to her by the Elders so that she could find Love. She disliked him at first because she felt she didn't need help, they became close friends and she often asked for his advice. They grew to love each other but hid it because they thought their love was forbidden and didn't want to go through the same stuff Leo and Piper went through. They later find out that the Elders were playing matchmaker and sent Coop to her so they could fall in love. They later married and had children.[third husband]
